Ok, you need to set it to the 200V or 1000V range. VS is usually around 200V, while VA is around 60V. Check the label near the top of your panel for the exact spec.
well I guess I need a new control board. That didn't seem to help at all. No menu would come up :/ I look again at the board and I still couldn't find anything.

Set up to 200V:
- VS: 5.4-6.3
- VA: 0
VA can be seen (5.0-6.5) only when set up 200mV.

So, the following happened:
1. Disconnected Z-sus from the power supply - VS - 0, VA - 0 (200V is set up);
2. Disconnected Z-sus from Z-sus board - VS around 3.0, VA - 0;
3. Connected Z-sus, disconnected Y-sus from Y-sus bourd - VS around 3.0, VA - 0;
4. Z-sus and Y-sus connected, the control board is disconnected - VS around 3.0, VA - 0;
After I connected everything back, the TV stopped clicking and VS around 3.0 (versus 5-6 before).
So, the following happened:
1. Disconnected Z-sus from the power supply - VS - 0, VA - 0 (200V is set up);
2. Disconnected Z-sus from Z-sus board - VS around 3.0, VA - 0;
3. Connected Z-sus, disconnected Y-sus from Y-sus bourd - VS around 3.0, VA - 0;
4. Z-sus and Y-sus connected, the control board is disconnected - VS around 3.0, VA - 0;

I'm not sure I understand what you did in steps 2 & 3. If you meant to say the following, it appears that your power supply is faulty:

You can try to repair the power supply or just replace it. It looks like there are quite a few available on eBay for under $25.
Those tests with the resistor jumpers in place? If so, bad PSU is likely the cause.

Thought I might chime in here on this near dead thread...
I have the same tv and have no picture but do have sound. I updated my lg blu-ray player as i went to shut it off and had no picture the next day when i went to watch tv.
I've gotten as far as applying the jumper to the control board with the ribbon from the main board disconnected and had no test pattern.
What I have noticed is the green led on the control board is flashing long-short-long-short-pause.
Is this a useful indicator?
Do you have a voltmeter? Maybe a good idea to open your own thread.
