    I spoke with a local TV repair tech and he advised to check both sides of fuse to ground first. If Load side was not grounded The circuit should be OK and to test by shorting across to see if it worked. He said the Power supply has a rail system that protects the and would shut down. Not ideal, but after testing circuit, I was relatively confident I just had a blown fuse. I don't recommend shorting across the fuse as a initial test.

      These CMO Inverter boards have common failure of this SMD fuse, the rating is too low, you can check the in-rush current you will see that it it exceed the fuse rating. I fixed so many of these board, that is why ask you to check that black fuse if it is CMO board. So far none of the one I fixed has come back. I use PICO II fuse.
