    SA1601 is OK so the fuse is not seeing a dead shorts. How are the the Diode second set of the rectifier (D1607~1609)?
    "c1612 on my blue esr meter it shows .33 in the board and on my dmm on the 20M setting it starts at 2.2 and then goes down" how far down does it go down to?

        Shorts between rails would also blow the fuse, but they are rarer.
        Shorted diodes could do it sometimes.

          I would use a 100W lamp place in place of the fuse to see if it glows brightly (no need to turn the power switch on).
          Or make one like this:

              Both sides since you may also have bad rectifiers, MOSFET, etc. Did you try using lamp yet?

                no have to get some stuff to set it up.
                I had one fuse laying around and just tryed it and opened as soon as i pluged it in.

                fuses 3.00 a pop.

                  oh yea and i tested on cold side ground to jumper wire J1114 labled RL + 5.0V and there is 47.2 ohm to ground if that means any thing. J1114 is connected to R1214 and D1215.
                  i know D1215 is with the relay RL1201 would that make it look shoted.

                    It's the same board same every thing. this tv is only 12 months old.

                    so you could use his pics same board no damage can be seen not even heat spots.

                            I think that it has a shot on 5.0v rail to ground but not sure how to find it yet.

                            I have a muilt-meter and a blue esr meter i have a 15Mhz scope but i don't know very much about the scope on how to use. don't think i could use it if there is no power on the board anyways.

                            could some one give me a hand to find short.

                              I removed sa1601 and it looks like it's open no readings on diode setting or on any other setting
                              I removed d1201 to d1204 all ok.

                              I still think there is a short on 5v rail to ground but would like some help finding it

                                    I was checking things and found I have short on pins of T1201 its like pins 5, 6, 7, 9, 10 are all connected together and pins 1, 2, 3, 4 all connected together. I have not removed yet to retest.

                                    IC1201 (MIP2F30MSSCF DIP7-A1) same thing pins 5, 7, 8 all connected? pins 1 to 4 all connected? short on c1208?
                                    have not removed yet to retest. found datasheet but not in english.

                                    how would i check the transformer and no i don't have a ring tester

                                        OK, we need to start isolate the circuits to find out which section is shorted out, let try removing the Q601 (2SK3798) on page 3. You should use the lamp (100~200w) in place of the fuse so you will not keep blowing fuses and cause more damages.

                                          bud with that lamp tester you have, did you have to make the box with the lamp holder and on/off switch, or did you buy it like that?
