OK, so I suspect this device is faulty. (See attached.)

Oh, it's not either of those. I think I understand it. It's a voltage reference. It's regulating the 18V down to 12V, which is an odd way of doing things -- I'm not sure why they would do it that way. I need to trace out the circuit to understand why it's not working. OK, here is the voltage regulator part (see attached.) But I can't trace it fully yet as I don't know where R222 connects.
I remember seeing this circuit in a Samsung TV too. I think it is to reduce the standby power, by using a single transformer.

How difficult is it to make some tests on the power supply's rear side? I am thinking that the control signal is not reaching the TL431 or the TL431 is shorted out. OK, in which case, I am thinking it is a problem elsewhere on the PSU. (Probably in that large component area near the power connector.) It's not getting a signal from that part.

OK, see the attachment.
You need to cut the jumper link on the top between the two pads.
Then solder a 100 ohm resistor between the 18 ohm and the bottom most pad on the jumper link (nearest the KIA431.) 100 ohms is flexible. Anything up to a few 470 ohm down to 47 ohm should work. It's just to prevent damage in case of failure (the resistor should be the only casualty in the worst case.)

Does the TV do anything differently at all? Like, if it had no power LED before, does it have one? Can you turn it off once it is turned on?

Intro:
This is an Acer Nitro 5 AN515-55-55M1 with unknown prior history (bought "as-is" on eBay). It charges the battery and powers on from both AC adapter and battery, so I think this rules out main power issues.
Upon attempt to boot, it will "reboot" (meaning powers down and then powers on again) only once, and then stays stuck in a status of lights on / no post / no monitor. Powering on with fn+esc maxes out the fans on first boot attempt,... -

I have a Panasonic TC-P50U50 plasma TV which powers on briefly, then powers off and flashes the power light with 8 blinks. This TV is infamous for this, of which the suggestion that the SS board has failed due to loose grounding screws and requires a replacement of the following components on the SS board:
2x DG302 (Q16051)
2x RF2001 (D16041)
2x 5.6 ohm SMD resistor
1x BD8694 IC
I have already gone ahead and replaced these components, as well as cleaning off the ground connections on the SS board as well as the associated... -
I have an Alienware 17 R3 (board is a C912P) that I recently starting trying to repair. Originally the issue was the charger going into protection mode when plugged in to the laptop. I found a short on the motherboard (one of the capacitors on the back of the board under the DRMOSes for the CPU) and the charger when plugged in now doesn't go into protection mode anymore. The laptop powers on, the lights on the keyboard, alien head, and alienware logo light up, and the fans spin. The issues are:
1) The battery doesn't charge. I've probed the charger jack and it's only receiving 0.633v... -
My 7 year old AM3+ motherboard has broken overnight. It powers on, but does not boot (no picture, no beeps). I checked RAM, CPU (with another AM3+ board), PSU - all components works properly so it is a motherboard fault.
What I've already checked:- no short on main power rails
- no shorted mosfets
- BIOS chip works (I could read its content with a programmer)
- RTC running (it consumes ~4ยตA from the battery)
- CPU and chipsets (NB / SB) are getting warm after power on motherboard
- CPU voltage (vCore) is ~0.84V and motherboard does not adjust voltage
- chipsets (NB / SB)

This laptop come in with liquid damage. I located a couple areas on the board which honestly didn't look bad at all. I ISA them and cleaned up - can't even tell anything happened. However, when I power up the computer, it will shut off after about 10 seconds. I discovered it seemed like the fans weren't coming on because the board was getting mad hot right around the battery charging mosfets and coil. Anyhow, I checked under the thermal camera with just the power adapter connected but the machine off. I have marked what is warm at that time. Once I power it up, the coils near CPU vcore start heating...
