Vizio VO32L T-con issue?

I'm thinking about pick up this TV, but I would like to get some feedback from the experts first. Thank you in advance.

I do not trust myself trying to identify exact failure of the T-CON/LCD panel anymore,
as you can see, this one is due to bad filter caps in the main power supply.

I worked on the SAMSUNG last week, it has bad bonding tab problem and it caused the picture to freeze up or changed color, or pictures turn upside down, I would not think that just one bad tab out of 8 tabs will cause this symptom.

I'm in the same boat as you, that's why I'm asking here.
Do you think that it looks like a T-con failure?

If I were you, I would check all the voltages on the power supply, the T-CON, and the main board, if they are OK, then I would try replacing the T-CON.
So if you can get this TV for $50 or so then it may be worth it.
