these 3 blinking lites are green not red, 3 blinks pause 3 blinks, I do heard a relay pull in.

If the red lights go away after about 30 seconds and you get a blue light, then you know its probably the seine, and not the power supply.
If your red light blinks 3 times and repeats that forever , then its probably the power board. (there are 2-3 IC's that typically fail, that are unique to Toshiba sets, and basically can only be found on amazon / ebay specifically for repairing these sets)Leave a comment:

BTW, the Toshiba service manual's troubleshooting diagrams can be misleading and can point you to the seine board needing to be replaced or flashed. What does blinking lites mean Toshiba lcd tv 46SL4170,no picture , no audio, 3 blinking lites pause then same thing again. power supply looks ok, no visible problems,any ideas,Fuses are ok, caps ck ok.I have read that 3 blinks means the SEINE board is not booting up, some say it needs to be flash again, I would like to find what component is bad, rather then changing out all the boards, not cost effective , thanksLeave a comment:

Well I'm still stuck with this tv. I know it's been a while but i've been traveling the country working and haven't had time to mess with it. I'm at a point now where I just want to buy a power supply or use this thing as target practice. Not sure which one yet. I found a guy on ebay with some parts for this model tv and I asked him if he had a power supply. He didn't have one but he told me he had a bunch of old chips, some were new some weren't. He didn't guarantee any of them but practically gave them to me for free I just had to pay shipping. I tried each of the chips individually to determine which one it was but never got the tv fixed. Even tried multiple IC's on a couple of them, Can't remember exactly which one's it was it's been so long now. Open to any suggestions. Hate to throw another 30-40 bucks into new IC's if they're not going to fix it but the one's I put in could have possibly been bad. IDKLeave a comment:

I was doing a google search a few weeks back and came across a Just Answers question where the customer had a 2 seconds to black issue. The answer the tech gave was the lcd panel itself was bad would cost too much to fix. He didn't even metion the bulbs, cold solder joint, ect ect

As a summary of what i have learned on troubleshooting these
4 flashing red lights then a pause that repeats forever means the TV is booting, and this is almost always a problem with the power supply (check those 3 common IC's q860, q820, q880)
Everytime you plug the tv in though those lights will occur for about 30 seconds, and then you will get a blue light if the power board is working.
Blue light on > and the tv looping where it turns the backlights on for 10 seconds then off for 10 and repeats is probably a bad siene board (as toshiba clearly says the siene board is a very common failure point on these tvs)
Essentially the blue light comes on while the siene board checks all the various functions of the tv such as the tuner, and backlights.Leave a comment:

By the time i decided to go ahead and purchase the siene board the only one i could find was 110... but i offered the guy 70 (it seems parts people are very open to you sugesting a fair price...) and he accepted.
The second after i bought it i regoogled my problem with bulb on for 10 seconds and blue light and found someone with my exact problem on JustAnswers. The expert that someone paid for an answer said that 10 seconds looping like my set was doing was clearly stated in a toshiba bulletin to be a bulb / inverter issue.
So i freaked out tore this ridicously complex tv down to the bulbs... Tested all the inverters, and made sure all the bulbs were lighting... And there was no problem with the bulbs and inverters.
I got in the siene board , after an hour of complexity putting it in, it was the problem and fixed my tv.
Moral: Dont trust paid answer sites, they just lie to get paid.
Initially when i got this tv i was like oh god this is such a retarded design (and in many ways it is), but somethings that i liked about it are > the cable tie downs are flexible strips of metal that are screwed in, so just like a twist tie you can straighten them out then rebundle the wires very easily. Also this tv is freaking insanely featured > it has cable card, dual tuner, ati theather chips , i think it even has a built in internet based tv guide channel...Leave a comment:

I only have 1 set, i meant that I think my problem is different then the other people who posted here.
I do not have any yellow lights. Just a red light which flashes 3 times pause, repeats 4 times (about 20 seconds total), this only occurs the first time after i reconect the power. Then it goes into a loop where the blue light is on.
This makes me think the cpu boots (red light), and then it enters the normal operating state, but then detects an error. Removing the tuner possibly slows down the error checking process. im thinking either the error it finds is with the seine board, or possibly bulb inverter related, but it seems like the first thing it would check would be bulbs and inverters, and then check some rarer items.
There is a seine board on ebay for around 60, so thats what im considering getting.
I think it would be a waste to try to replace anything on power supply since mine reaches a blue light on state, and has the right voltages.Leave a comment:

Yes, the new unit has a different problem. The 3 yellow blinks you are seeing are the microprocessor boot up indication. This should normally repeat once or twice, and then the unit turns on. The original unit that keeps blinking the 3 blinks indicates that the micro is never completing bootup. This problem is usually caused by a problem on the seine board. I would suggest swapping the Seine board from the new one to the original one, and see if it works.Leave a comment:

I picked up a broken 42hl196 the other day myself. Finally got around to testing it and I think i have a slightly different problem then the very common power supply issue. So i wanted to see if yall think my problem is different.
When i plug it in i hear 2 clicks then have the red light flash 3 times then pause, then repeat this 3 times, then the blue light comes on. After about 10 seconds of the blue light the backlight lights up for around 10 seconds then the tv shuts off and (blue light stays lit), and after another 10 seconds the backlights come back on and it repeats a loop of the backlight turning off and on.
Im pretty sure the people who have the power supply issue (that requires replacement of q880, q860, q820) have 3 red flashing lights for as long as they have hte set plugged in, and they never get a blue light. But i cant find any site that clearly states that.
I tested the ouput voltages and I get all the proper voltages (I think people with the psu problem get no voltages except 5v?). I then started disconecting boards to see if that made any difference, and when i disconect seine the set doesnt turn on / off at all (makes sense). But heres the interesting one, when i disconect the tuner board the backlight stays on for 35 seconds before turning off and repeating the loop.
I thing i noticed abotu the loop is the 30v (which must be related to the backlight), is the only voltage that turns off during the loops, and if i disconect the inverter boards i cant see the backlight go on and off, but i can still measure the 30v turning on for 20 seconds, then off, then back on for 20 seconds.Leave a comment:

The screen seems to blackout and stay black, but with a flashlight I can see the display.

- TV came with vertical bars and no image. Found faulty TVS on left buffer board. Also replaced T-Con (may have damaged the original while hot air removing components, board has slight warp) and have full image but few horizontal lines on the screen. Some of the lines appears to be 2 pixel tall while others are 1 pixel tall.
- Disconnecting left and right buffer board potentially reveals problems on both sides with different signals (unless this T-Con require jumper like Samsung FB_TRDY1&3) Fault
