So the range would be 1.067 to 1.133. That would suggest T1, T2, T7, and T8 are out of tolerance IF the 1.10K reference is correct from lcdparts.net.

There will also be some variation depending on the accuracy of your multimeter.

If we IGNORE the lcdparts.net 1.10k and just use the readings that you have, then

    1.075k x 0.97 = 1.043.

That would imply T2 is just within the 3% threshold.
Given this TV is 4 years old with the normal wear and tear, very likely the resistances of transformer can swing off the norminal values, similarly the CCFL or even the caps. This variance could likely be causing the OVP/over-current protection in inverter to kick-in shutting the driver to CCFL.

While waiting for the caps to arrive, i have re-soldered all leads on the inverter board. This seems to improve the intermittent issue, now the problem of blank screen is very much less often. But the underlying problem is still there. Hopefully caps or transformer are the issue here, I don't want to get to the lamps if i can avoid it. Tried changing lamps on LCD monitor before, dust and fingerprints are hardest to prevent.

Same goes for me.. Whenever i am collecting a FAULTY monitor or TV, i am hoping that CCFL are not the cause of the failure. Hope changing the capacitors will solve your problem.

      Ok just to update.

One fine morning, my wife wanted to turn on the repaired TV using the remote control, when suddenly a 'POP' sound was heard. My little daughter was arguing with her that the 'POP' sound comes from the balloon that we picked up from the mall. .. But the TV still won't turn on and it goes back to the original symptom. Power LED goes 4 blinks & turn steady without any image or sound.

So i took it apart again & the resistor (0.22ohms) got burnt again. Upon further inspection, it was noticed that one of the legs of the blue ceramic capacitor (222k 1kV) next to the Big capacitor is almost broken. So i managed to find another identical capacitor. Replaced it, as well as replacing the burnt resistor (0.22ohms) did the trick..

So far so good. It is working fine now.

Something else must be causing the resistor to burn so easily. Resistors are usually vey durable especially those leaded ones which is 1W or 2W rating

Sorry for resurrecting an old thread but I got an exact model Samsung TV as the OP with very similar symptoms. The difference is, mine will show a picture for about a second then shut off completely. The same 4x red LED blinking occurs before this happens.

The caps are Capxon GL which are known to be bad but none are bulging. Should I replace them anyway?

EDIT: I assumed my TV was the same as the OP because somebody else mentioned the same model number in the thread. The TV model is actually Samsung LE32S62B. Here's the picture of the PSU:

Should I start a new thread?

Please start a new tread if it is not the exact same model as the OP.

hi i would remove all the brown glue it willl mean un-soldering the componants its holding in
the glue becomes conductive when it gets old and brown i have had this before
the start up transistor to the right of the mains in socket

also near the main big cap you will see the brown glue 9/10 its tracking underneath there is a link wire and you will find its scorched

                regards
