I cut the two legs first then remove it by adding more solder to the tab, just be careful on those grain size resistors next to the legs of the IC.

I just wanted to say thank you for all your posts. I didn't have to ask questions just read what was already said. I have fixed these 42" Vizio's before but this time I had a different problem. Usually it is the regulator U33 but this time that was not the case. The TV would turn on with no back light and would not turn off. The problem was U2 which takes the same part as U33 so I had one and installed it. Now the TV works and all I have to do is test it by watching something on it and messing with the menu. Thanks a lot to everybody.
