bad power supply voltage and slow motion image?

Hello i have a samsung lcd tv thta is like in slow motion and im wondering if it can be the voltage of the power supply that is too high on sime lines and too low on one that make this ?

i suspect the power supply sonce all caps are capXon but none are visualy bad. I need to get a ESR reader soon!

    thx for looking!

From what ive seen in the past its not impossible that caps cause that kind of failure. Not sure about tvs but ive seen a few routers where the cpu have worked but been in slowmotion due to not stable enough power.

Probably someone else on the board could say more for sure if its possible for tvs.

Does the "slow motion" leave a trail behind the moving object? Does it have a red or green tint? If so, you probably have a defective panel. I've had two with the above symptoms and it was the LCD itself.
