Rx 570 not giving image. Voltage measurements included.

Hey all, I've been trying to fix a rx570 XFX XXX edition 8gb. Keep in mind I've no knowledge so I've been doing this solely using tutorials. Any help is appreciated.

8pin connector led is open when pc boots, but nothing else happens (no image).
Fans don't spin. Before the gpu broke completely, the fans used to spin at max rpm at the start and there were some wonky things happening in general, so it was probably defective already.

PCIe pins are all ok. They have similar resistance and not one is faulty. PCIe capacitors are all ok also, they have similar resistances.
12V pin is ok. 3.3V is also ok.
I tested the 8pin connector socket for short circuits but didn't find anything wrong.
    No visible damage/burnt components.

I booted it with the heatsink unscrewed to check voltages and here is what I gathered:

GPU core doesn't heat up at all. Stays cold.
12V voltage is ok (C157, C151).Click image for larger version

At the 5V regulator on the back on the 3 legs I read 2.5V, 3.3V, 12.V and opposite of them I read 3.3V. Didn't read the suppossed 5V.Click image for larger version

At the 1.81V on the back I correctly read 1.81V. One thing I noted was everytime I touched the probe on it to read the voltage, the fans spun for a split second.Click image for larger version
