Can anyone help identify the two circled (shorted) caps in this picture or recommend suitable values that would work?

I removed them both but the short is still there. I measured all the caps along the entire line and no other shorted ones. I injected voltage and the ribbons glowed warm in the thermal camera as well as the two points where I'd soldered the terminals. Any ideas what could be happening here?
