If I remember correctly, they both blink once after the charger is plugged in and then the red led stays on.
Now they are just blinking.

i asked because i have some radio chargers that alternate really fast between red & green when the radio is not connected.

You are correct about what is suppose to happen when you first plug it into the outlet I have one that is doing this and I have not figured out what is causing this issue

I guess you have replaced almost every component on that charger...?

The only real issue you might have is if the micro controller ic chip goes bad buy a new charger

Yea, I have another charger.
But I'd like to have this one fixed. New charger costs less than what I've spent on spare parts... d'oh.
