UPS Problem

Hello,

I have a UPS which does not open at all, I give POWER, you hear a relay (Omron G7L-2A-TUB) who has, but no lights indication.
I tried counting until it reaches the trend and saw that not even enough to the middle of the board.
Measurement of the parts around there near the secondary transformers and all seemed well.
What others may look; And what are the problems that arise in ups?

btw if the battery(s) are too low many units will not power on.

The batteries are OK? Most UPS will not run if the batteries is bad, when you power up the UPS it will do the self test on the batteries to see if the batteres are good or not or if too much loads are connected to the outlets.
