That PSU is in a case. - It has drives connected.

Some modern PSU's will start without load, but not very many.

The people in -THIS- forum know what they are doing and make few mistakes.

Most standard PSUs I've seen will start with no load since the minimum load resistors inside are enough to get them to start. However, this is a non-standard PSU, so it wouldn't surprise me at all if it at least needs a few disk drives connected.

anything that will put some load on the PSU should do. even a 12V halogen light bulb or something like that.

i usually use a couple old 2GB HDDs. If something goes wrong, nothing of value is lost..

Ahh...I don't have old HDD. I will use 12V halogen instead.

Remember you need to put the bulb on the 5v rail not on the 12v.

OK.............................. But from now after short green and black nothing happens. Fan doesn't twist any more. T_T

May me a controller is bad now.

Not my experience but I don't dink with gutless wonders very often, they go straight to scrap.

OP also posted +12v was at 10v and at least some of that may be that there is not enough amps on +5v to regulate properly.
Need to see what +12v does when +5v has a real load.

Are you leaving the jumper in place or removing it after you make contact?

I do both but nothing happen.
