Not my experience but I don't dink with gutless wonders very often, they go straight to scrap.

OP also posted +12v was at 10v and at least some of that may be that there is not enough amps on +5v to regulate properly.
Need to see what +12v does when +5v has a real load.

Ahh...I don't have old HDD. I will use 12V halogen instead.

    Thank for suggestion.

    Try a different drive.
If it does that again it is the PSU.
I'm not connect any drive to PSU. Test the PSU by short green and black together and power not turn on, fan twists, and then down.

After that I replaced all CAPS in secondary module, But problem stills alive.

How can i do? No one know about a schematic of it.

That is a very common Dell part used in.
    Dell Optiplex GX60 Small Desktop
    Dell Optiplex GX240 Small Desktop
    Dell Optiplex GX260 Small Desktop
    Dell Optiplex GX270 Small Desktop
    And some others.

Should not be hard to find even in THAILAND but search for Dell PSU instead of NPS PSU.
There are maybe 3 Dell PSUs that fit but that are not NPS.

Also now that we know exactly what it is some members may actually have one to look at/check to help answer questions.

    .
    Replace it?

Why we not repair it? I have tools and knowledge (maybe a little bit).
