I think could we ignore the signal ME_AC_PRESENT. Just go to check signal 1.5_ON, might be that signal was present after you pressing power button. If yes, then check on Low side mosfet on block 1.5 (pin 4 PQ8301/pin 15 PU8300). Because signal En for controller 1.5VO coming not from SUSC signal. Just guessing, maybe this point was clue the problem.Comment

signal 1.5_ON is not present.
SIO generates RSMRST and 3v_SUS_ON and other signals after pressing the power button.
should be they generated after plugging adapter in before pressing the power button?Comment

What I thought if there's signal premature, seem it not happen. Signal 1.5_ON generated after pressing power button.
Asus X450VP seem as revision of X450CC, as far I know it board almost had problem only with regulator 3V and 5V.
does +12VSUS have correct voltage?
does 3VSUS_PWRGD signal present?Comment

I do not know why PM_SUSC is not generated by PCH.
In this laptop, BIOS chip is connected to SIO. SIO reads BIOS, but PCH does not.
Does PCH read BIOS before generating PM_SUSC?Comment

mainboard model: X450VP REV. 2.1
note1: my original bios in post 1 and 2 are probably damaged, because I tested them and got no result.

I carefully looked at the markings on the laptop. I realized that laptop model is Asus X452CP. So I appreciate if someone uploads bios dump for this laptop:
Laptop model: Asus X452CP
Mainboard model: X450VP REV. 2.1

Finally, I figured out the PCH was faulty. The bios dump I uploaded in Post 1 is faulty too. I recommend you use the Bios dump in the following threads:

I have a ASUS ZenBook UX480F with the following symptoms:
I suspect it is a BIOS issue. So I decided to try to clean the ME region. I followed the guide on win-raid, and I believe I have done everything correctly. My problem is: when I open the outimage.bin in ME Analyzer, it says that it is Extracted, and not Region, Extracted as it should be. Is it normal, or did I do something not correctly? This is my first experience editing BIOS files.

With ASUS, not everything is quite so simple. I will show you my way. It may be longer or harder but it is the right way to do it in my humble opinion.
For example, you can have 3 similar ASUS motherboards, all being the same model, all of which will have different BIOS versions.
I will give you an example and my version of preparing BIOS from ASUS website and in the process I am always cleaning Intel ME while doing it so you have fully cleaned BIOS, no DMI data, no password, nothing.

I recently bought a non-working Asus Zenbook Pro Duo OLED UX8402ZA that was listed for parts only. The seller mentioned that it had no display output but that the charging lights worked.
When the laptop arrived (without a charger and SSD), I connected a charger and confirmed with a multimeter that it was charging the battery. However, when I tried to power it on, only the backlight of the secondary display came on. There was no image, and it didn’t boot into the BIOS.

I have a serious problem to program the Z590 chipset SRAM with a Management Engine after replacing the chipset.
The new chipset is factory new and is not containing any Management Engine. Any attempts to program it into the chipset under Windows ends with a failure (eg. Error 20: Management Engine Device not present, or something similar).
Due to the lack of the ME several ports on the board, including all M.2 ports aren't working, booting OS works only on USB. So it's now other way, as to program the chipset with a ME.

This is my first post here (I am very new to forums!) and I hope someone can help. I am looking for a full dump of the BIOS of a HP Proliant Microserver Gen 8 so that I can get this mini server running again. (BIOS version J06 2019-04-04, chip 25Q064A). I think my board was partially bricked after a failed BIOS update.
I got it second hand in this state and all the normal attempts at bios restoration have not worked. I have even desoldered the chip and tried to load the actual BIOS from HP, but it is missing some parts needed to boot the system.
