Just a footnote. I was using an Apple USB-C 90W charger for USB-C and this board would not boot unless I also had battery connected. When booted, it was identified as a 90W charger, and charged the battery fine with no throttling. I don't have a genuine Dell USB-C charger to see if it would boot with that (it may need the 135W charger to boot without battery). I wasted a bit of time not realising that as power sequence stops at RUN_ON_EC with charger only. Keep this in mind if troubleshooting one of these boards.
I also still had to reapply the Dell BIOS update to update all the other things like the EC and backup EC etc too. CMOS battery was also dead flat as well so remember to check that if you are doing one of these with boot looping.
