    I’m struggling to find a match. I’ve never found a primary controller from ST with 14 pins!
    Dear inform us the name of the Battery Charger (Brand & model). This is a Switcing IC created by ST thomson (logo on it). What Brand tool is this charger used for????? Give max information so that we can help you out.

    This is not from a laptop, but from a switching mode battery charger. However, the problem here is that the IC blew up and the missing piece is lost, so all we know:

    It’s in the primary side of a switching power supply of a tool battery charger, controlling a single mosfet (IRFBC20)
    ST is the manufacturer

    Pour some IPA onto the top surface to enhance the markings. Are you sure there is a 'V' on the prefix or just a scratch?
