sony pcg-3h1m No start

i have a sony pcg-3h1m.
when i plug adaptor red light comes on power. when i switch on fan spins and
stops at once and power red light flashes and then power light is off.
i checked capacitors and L and is shown that i have short on VDD_CORE.

does anyone has any idea or i have a short on BGA

If you did not do any BGA rework on that BGA chip, that chip is probably not the source of the short.
