is it possible that CPU/GPU chip manufacturers sell original chips to retailers such as those on ebay or the website mentioned in Post2?
So, How do they provide unused chips?

after many years of experience, I think that on ebay 90% of the chips are remarked, reballed, too time on shelves, badly kept, etc
After I loss a lot of money and time , I use only chips taken from a motherboards with different issues.
This because a very good chip is very expensive and in most of cases it is not convenient to buy it.
for me, time has its cost too and I can not buy a lot of chips and to solder 3 or 4 before finding the working one
