a2251 820-01949 usb c amp meter malfunction when battery is plugged, can someone help me to troubleshoot this? no short on sda and scl lines and 3.3 voltage on both lines

Test with another known good battery. Perhaps this battery pack has the bms locked or is not compatible for this chassis.

Is the battery pack the original OEM or a replacement?

Review the level shifters that may be onboard between the smbus lines between the battery connector and the smbus master.
