      As long as EC_PCH_PWROK is not 3.3V, PCH is simply not going to respond. You need to dig a bit since schematic is available and now you atleast have an rough idea why mb is not turning on. Do check all powergood signals also.

        EC_PCH_PWROK is a power good signal for S0 state so not of concern yet.

          More measurements:
          - EC_CLKRUN# floats and becomes 0V after power button pressed.
          - KBRST# 0v 20ohms to ground and not changing if I press Power button.
          - PR193 is missing from the board and one side is 1.008V after power pressed, but the other side is 0v

            I misspelled sorry: R193 is the one missing from the board. That is PCH responds to "XCLK_RBIAS". Someone clearly messed with this part near the PCH.
            Can this guy be the problem?

              AS per diagram, it should be there. Try putting one with rated value.

                  I have to be more specific sorry it could be misunderstud, so...
                  Still no crystal 32Khz present on crystal. The voltage on the crystal fluctuates slowly up and down.
                  Accoding to this article everything is good for S5 to come up except the 32Khz oscillation.

                  1. RTC have to be oscillating(32.768KHz).
                  2. RTCRST# have to be high.
                  3. RSMRST# have to be inactive (high).
                  4. PWRBTN# have a trigger.
                  5. LOW_BAT# have to be inactive (high).

                    Removed R205 because someone introduced it and it is not supposted to be here.
                    Replaced 32Khz crystal but now no 0.4v present on the crystal legs only rapid swithing.
                    SCI#/GPIO0E is switching constantly after plugged in.
                    Also rechecked and PCH top capacitors have either 1v or 3.3v on all places
                    Now where to go?

                      Confirmed with a working board, that my oscilloscope is working and i got 32kHz on a working board. On this one i get nothing. time to order a new one.

                        Removed the crystal.
                        RTCX1JNC is about 0.2v
                        RTCX2JNC is rapidly switching

                        Introduced a new crystal and replaced the 2 capacitors next to it just to be sure.
                        Now RTCX1JNC is rapidly switching as vell.

                        Still no 32Khz on any leg.

                        WHAT TO DO?

                          As I have read more about intel 100 series chipset datasheet (Page 62)
                          The RTCX1 voltages are works as below table:
                          Associated Signals: RTCX1#
                          Input VIH (Input High Voltage) 0.8V-1.2 V
                          VIL (Input Low Voltage) -0.5V- 0.1 V

                          This tells me that the voltage in RTCX1 should be between 0,8V-1.2V.
                          Since everything else seems normal, maybe i will introduce 1V from a soldering point that is next to it.
                          Is this a good idea?

                            tryed to introduced 0.5-0.9 Volts and oscillation come to SUSCLK output but it is not 32kHz.
                            I think i give up. Probably the prvious replaced PCH is also bad.
