I'm having a similar issue. I purchased a "new" power board (HP ILPI-029 Power Supply Unit Board For W2207H) and a "new" main board (HP Main Board ILIF-031 490891300100R). Now the monitor will not power on at all. The LED power light blinks a bluish color and I hear a slight buzzing/clicking sound on the new power board, sound is not constant and only follows the blinking LED. I also tried the old power board that had a stranger sounding buzz w/click (sound is not constant and only follows the blinking LED). Both buzzing/clicking sounds are coming from the center of the boards closest to the huge heat sinks. I have uploaded pictures of both boards and I'm currently working on finding a place to upload the audio I took of both boards making the weird noise. -

"Have this monitor with bright screen" what it means? A white screen? A black scr. with backlight on? The ticking and led blink means probably a short at valley of power poard, can you switch it on with nothing attached to it? I disconnected everything from the power board and plugged it in to the wall. I do not hear buzzing or clicking noise any longer. When I plugged the main board back in and kept the LCD wires unplugged from the power board I heard the noise all over again.Comment

Because after you say " in and kept the LCD wires unplugged from the power board" so the Power b. was plugged to the rest or not in the last test? If yes your PSU is good, test and post a photo of the main board; LCD wires don't plugs into the Power b. (PSU) but in the main board.Comment

Sorry, I live in the U.S.A and my English is still bad. LOL.
I should have said:

When I plugged the power board into the main board, kept the LCD back light wires, and Main board LCD wire unplugged I heard the noise all over again (First Picture shows how I had it connected along with some notes on the picture).
I'm not sure what to test on either boards, but I do have a multimeter that I've used once before. I'm just getting into diagnosing board level issues and I'm pretty excited to learn it as it would save me a lot of money when fixing electronics.

sorry i'm an old billygoat i have forgot that lcd also has b.light wires :-D.. but my english still don't help me, you said:"kept the LCD back light wires" you mean the first test only PSU=no noises, 2nd test PSU+mainboard only= noises? The substance doesn't change much 'cause your psu is ok but your problem is the mainboard. Locate the voltage regulators ICs on that, are those 3 leg+1tab like U101, U102 and ?U113? (visual is not good), without power use the diode test mode and test for short them, all combination of pins, but first of all in your tests have you disconnected CN108 that seem for speakers?Comment

OK, in the first pictures of post 6, without having the backlights lamps attached, when the inverter board fires up, the high voltage lamp sockets will arc like crazy then it will go into shutdown to protect itself. You can run the power supply/inverter board by itself with lamp attached and force on the backlights inverter to see if the lamps will stay on. You need to locate BL_ON signal pin though.Never stop learning

@Davi.p CN108 is the Power button w/LED attached with the volume button board. I just tested the two board connected minus the CN108 connection and still got the buzzing noise. I tested the U101, U102, and U113 with the multimeter (pictures have the results).
@budm I orginally heard the issue funny noise after plugging everything in where it belongs and tried to power up the monitor before I closed it all up.
I guess I'll have to go to Fry's Electronics tomorrow morning to get a 1k resistor. Is there anything else I should pick up from Fry's to help with further testing of this board or other boards? I would love to get everything I'll ever need for testing while I'm there, I just don't know what all I'll need.Comment

You have to do the test first, by the way, try that with the original board fisrt. So you do not have any resistor at all? it can be anything from 100~1000 Ohms.Never stop learning

Which original board? I kinda crapped (my practice soldering board now) the original main board thinking it was bad and bought a "new" one from ebay. It didn't work so I bought a "new" power board from ebay (china). I guess I could take one of the resistors off the old power supply board that we giving me the same issue but a worse noise. This is my first/second time trying to diagnose anything on this level, so I don't have much of anything for testing with besides a multimeter and a few old boards I will use to take chips from.Last edited by LiquidSilver; 01-04-2014, 10:34 PM.Comment

I am confused, so you bought new MAIN Board (the board that has the VGA, DVI connectors), then you also bought a new power supply board. the original problem I was having with the monitor was it kept going into sleep mode. so I changed the logic board and after that the monitor wouldn't boot up, so I thought maybe the power board was bad and still the same issue. so I plugged it all up and listen for an kind of noises and head what I described in the earlier post.Comment

I got a HP V193 monitor it has a E59670 now i got a few of these, been using them for long time now, however this particular monitor was blacking out for a few times then after unplugging and plugging it back in it gets back to normal until now its dead.
I tried switching the power supply board with another similar monitor and it works,so I'm trying to fix this power supply board I got some basic in electronics as a hobbyist.
