Standby circuit is defective, are you sure F5401 is good? Also check F5405 (2A/63V)

Are you sure you are not getting any 5.5 volts from the standby circuit?
Check the voltage across C5419 and C5420

C5420 is for the vcc voltage, it needs to be 15 volts to start up. Try replacing C5420, Check that there are no shorts in the secondary side like D5409.
Check the solder connections on the transformer and check R5407 (47Ω)

C5420 replaced, R5407: 47ohm, transformer connection resoldered, no shorts.
              Same as post 5

Are you getting any voltage at all on the secondary side across C5423? if not it may be that ic541 is bad and not operating, the circuit is very simple and only has a few components.

Today I received the IC541 (3A453D) and voltage across C5423 look like a pulse, go to 1.7v DC and back to 0v and back to 1.7v

Relay is OK? Once I had a two year old Yamaha with a sealed relay, that was rusted inside.

But the relay come to play after, first I have to have the standby voltages
