The Capacitor on the top of the board was shorted. Thanks for your help Iotas

HP M32f FDH Monitor: 12v missing after connect the LVDS ribbon cable to the LCD circuit
12v pin is shorted to ground in the LCD board (1st picture) if the LVDS cable is disconnected, 12v are OK in the Main Board (2nd Picture)4 Photos

I bought a new Power Supply Board and the TV works correctly. I'm trying to repair the original board and I have the boards side by side connected to the power, every measure until now are the same....

With everything hooked up the TV can't be turned on, the front red LED no light up, the power button not respond, the remote control no respond. The voltage on main capacitors is 166v.
I know that this look like a main board problem, but I changed the MB 2 times and everything remain same.
I disconnected the MB to PS cable and the LEDs light up and I connected the cable back again and the TV work perfect until I disconnect the power cable, after that the TV become unresponsive again.

Sorry for the delay I was out of the town.
I disconnected the screen ribbon cables (no the LVDS) first one and then the other and finally both with the same result: STBY pin fluctuating between 3v and 7v

Cable of pin 8 out, pin 4 and pin 8 connected, same result that post # 3....
