Frederick Goertz got acquired by Land Measurement System in 2005 when the brand settled in Vancouver: try contacting them, there is a small chance someone in the Vancouver office still remembers old Goertz products or can help you in other ways (eg. address of an old qualified tecnican, old user manuals and so on).
Otherwise start with low values: try with 3 V from a couple of AA battery, then increase to 6 and 9 V. I think tensions lower than 12 V aren't likely to damage your counter.
