I found the [url="http://dlcdnet.asus.com/pub/ASUS/nb/A6J/i2333_a6ukvrj_hw.pdf"]user manual[/url] (italian version) on Asus support site: as usual, it doesn't give any useful information and service manuals are apparently unavailable. No luck.
First check the obvious: remove the hard disk just to be safe, then reseat ram sticks, clean it from dust, remove the battery and start it again.
2) Try a generic/universal psu to exclude the original one.
3) Connect a monitor to the VGA port: do you see any error or complaint?...

I remember when latest Mac OS could run on 5+ old hardware (e.g. 1998 Mac OS 8.1 on 1992-93 Quadras, 2005 OS X 10.4 on 1999 G3 Macs: just add some ram and go): long term support was something granted, something that justified the catch sentence "[url="http://lowendmac.com/musings/longer.shtml"]Macs last longer than PCs[/url]". Ditching 3 years old, TOTL gear like G5 iMacs and Mac Pros doesn't really mean long term support to me.

I suppose you already checked the obvious: tested the cable or replaced it with one working, inspected the motherboard for burnt ICs, dusty heatsinks, slow running fans or anything suspicious and cleared the cmos to avoid corrupted bios settings. Since no ethernet card works on Windows, it's likely to be a software issue (malware, corrupted files or settings, etc.); hardware failure is unlikely but not completely impossible.
Enable the Realtek and remove any other ethernet card, boot a Linux live cd (e.g. Ubuntu) and check if lan does...

Don't forget that quad socket motherboards are for servers: now most people have a computer with a dual or quad core cpu, 10 years ago they had a single core one and a 32 processors cluster was something unheard in small to mid server kingdom. It simply meant you could run BeOS on your expensive dual socket workstation without worrying about drivers and programs SMP awareness and compatibility.

Overvolting (and related overheat) usually kills ram sticks in the middle run (9-15 months) since speeds up electromigration: if overvolting even more can recover stability in the early stage, then electromigration is likely to be involved and chips are progressively damaged until they'll crash at any voltage.
I follows acstech's advice: keep memory at stock voltage or, if you need some jouice, don't overvolt more than 5% (so 1.9 V for standard DDR3). Play with timings, not with vdimm.

Seagate is having some trouble with 7200.11's firmware and .12's disappointing performance; Hitachi failed with the 7K500 series, now I hear few complaints about the 7K1000s; WD Green Power drives, mainly the 500 GB AAKS and AACS ones, fail with clicking noise (recalibration issue); Samsung F1 owners faced silent data corruption, etc.

Overrated at least: poor assembly; thin cables; small heatsinks; small transformers; one small, OST brand primary capacitor (1st pic, low right corner and 2nd pic on the left), I suppose an OST RLG 180uF 400 V which is adequate for a 200-250 W psu and anemic for anything bigger. On the good side it does have a complete input filter and boast active PFC so the manifacturer didn't spare on everything: detailed photos can help in identifying other capacitors and such.

I'm pretty worried for the SLI certification: I fear it's fake given little to no filtering, marginal caps, small heatsinks ... just add small transformers and unrealistic outputs to complete the picture.
Max load is most likely overrated, maybe continuous load too: post photos to see if is at least able to output the continuous 450 W or, more likely, about 300

Antec psus built until 2005 employ Fuhjyyu caps which, as you noticed, are prone to bulge and leak electrolyte: they're worse than other bad caps whose brand were involved in the flawed electrolyte formula's affair because they always bulge, even when stored on the shelves.
If the psus can still turn on, you can restoring it by cleaning leaks on pcb with isopropyl alcohol and replacing [i]all[/i] Fuhjyyu caps, even the apparently healty ones because they'll bulge or leak anyway, it's just...

The psu is a group regulated one so expect some crossload; moreover power draw is higher on the 12 V line than on the 5 V one and this affects voltages: given that values are still within tolerances and ripple should be under control, I wouldn't worry at all.
Good recap for the Seasonic.
About the two HiPros: the brand is [was?] known for good psus with average caps, usually they're worth a recap. The 250W one was employed in some old HP Pavillion desktops and I believe it's pretty low on...

These are old ATX 1.2 or 1.3 units: most of their output is on the 3.3 and 5V lines because Pentium 3s and Athlons draw power from these. Since P4s and Athlon 64s, computers draw most of their load from the 12 V line so:
a) open them, clean from dust and check caps: Vent (Seventeam' secondaries) and other known bad brands are suspicious, check their ESR. Replace bulged or marginal caps as well;
b) ensure there is enough power on the 12 V line: any value above 150 W (e.g. Seventeam's 180 W) is more than...

All right then: you don't specify which 2.8 GHz P4 is so I can't assume it's an HT processor; HyperThreading aside, main differences between Athlon and P4 systems are (slightly) more processing power, SSE2 instructions and an Intel chipset for the latter.
IMNSHO a migration to a P4 sistem (it isn't an up-grade, it's more like a side-grade) is worth if you can find a good, used socket 478 mobo for a reasonable amount of money ($30 max). Be real: a 2.8 GHz with SSE2 can speed up movie conversions up to 15% compared to your Barton, don't expect...
