component identification of welding machine

in a bit7000 awelco weld machine it has damaged an ic 16 pin that you can see on the bottom fotos
i have take this foto with my mobile on the display of digital microscope
can anybody to understand what component is ?

very clever - magnifying the dirt.
clean it with alcahol and take a fresh picture

i think must be lm 324 because the bottom number i cannot find anywhere
do you agree ?
