Try disconnecting the bleeper. I get the same thing through my onboard sound system. It was annoying enough that I spent $ on a sound card even though the onboard sound had all the features I needed.
Are your speakers close to the tower, or does it have a integraded speaker (to play music and stuff i mean,) if so, it might be that the speakers are turned all the way up, so you are hearing the noise through the sound card on your motherboard.
Mouse is usually on +5vsb in standby and on +5v during op by way of a switching IC.
Some may use +5vsb only. (Not sure.)

May be +5vsb or +5v problems in power supply.
Flyback transformer for +5vsb could probably make that noise.
