On a side note, would you guys use a solder sucker to attempt to pull up the solder from the IC pins or use a desolder braid or? I tried years ago to remove an IC and ended up ruining it from too much heat. Kinda leary of doing this...

I would use a vacuum desoldering gun on it myself, but I'm guessing you don't have one of those.

Given the low mass of the tracks\pads on that board though, a standard solder sucker or wick should work - provided you have the technique down.

If you have had problems doing this kind of thing before though, I suggest you get some old boards from the dump or something and practice on them. Watch Youtube videos etc on it and get ideas.

In all cases when desoldering old parts like this: add fresh solder first!

I would cut the IC legs with good pair of diag (no need to save the IC but rather save the board than the used IC), you cut all the legs on one side of the IC then you bend the IC body back and forth to break the other legs of the IC (the board is double sided so you are not going to damage the pads), after that you can remove each pin off the board.

Good method for removal but it's not suitable here. I don't think the IC is faulty, just the capacitor and possibly corroded trace(s).
He doesn't have a new IC to replace it with, and like stj said, I don't think anyone even knows what the IC is.

WTF indeed. I am just telling how I remove bad IC and save the board, especially multiple pins on double side board since OP is so worried about damaging the board if he needs to remove the ICs.
