Can you tell me if this is a bad cap?

Im brand new at this capacitor thing so please bear with me.

I have a Sanyo 26" tv and it wont power up. Only a green light on the front that will turn on/off when the power button is pressed.

I took the back off the tv and I think what I'm looking at is a bad cap? Most of the post I see show the dome of the cap bulged but I never seen pictures with white stuff oozing out of the top.

If I replace this cap, do you think this might solve my problem?

Im not real electronically inclined (don't know how to test circuitry) but I have soldering tools and I can replace the cap.

Thank you to one and all for taking time to read my post.

Nopes, that is not oozing goo from within the capacitor. That looks very much like heat glue (usually to hold down the capacitor for easier soldering). Capacitor electrolytes are usually brownish in color...

It is just glue to help hold it in place. Cant tell if it is good or bad.
Try eeading a few threads in the troubleshooting tvs then if you think you might be able troubleshoot the problem post a good clear picture of the set with the back off then a picture of each board. If the set was yours give some history of how the problem
developed say if there is sound any noise flashes smell etc.

as selldoor says if you post some nice clear pics of each board, and the model number of the tv someone will probably be able to help you out better.

Ah shoot. I was really hoping that was a bad cap and I would be on the road to getting it fixed. I don't have any history of the tv. Someone gave it to me that was just going to throw it away.
I'll take some good clean shots of the boards and post em up later. Thanks guys!

Ok, heres a couple shots of the main board and one of the (power supply)? Its a Sanyo DP26649

If you dont see anything obvious in these (I don't) then what would be my next step?

Unless there is a blown cap or a big burn mark (which could be on other boards or even on the back) it normal not to be able to see anything wrong.

Do you have a multimeter and can you use it?

On one pic it suggests you are looking for 5v 12v and 24 v on the board so next step would be to test the voltages on the connector going from the power supply (brown board) to the Main Board (Green) and post the results
              set meter on 200vDC

I dont have a multimeter. And I have no clue how to use one.
My father does. So I'll have to get it from him and then revisit this post when I get it.
                Thank you selldoor.
