i have tested the above capacitor with my esr meter,and its showing 0.00 ohms esr, does this indicate a faulty cap, from what i have seen the lower the esr the better.

Brand and series of the capacitor in question? Possible your ESR meter is at the limits of the measurement (cannot display beyond certain range). Does the capacitor measure as a short when using a multimeter continuity test?
yes. try lexwalker advice. maybe just the esr meter couldn't measure it or that is shorted caps. try to measure this caps with lower ohms scale on your meter. if shorted the ohms reading will be same as this esr meter value, just like when you put your meter probes short together.
