not worth your time and mind.. but useful as learning progress and fun..
In my town, I can get cheap PSUs for just about 6,5 USD. my friend open internet cafe just throw away the broken one to garbage and get a new one though its not a decent one and last for year. Sometimes I asked him to give me, but now he sold it as junk calculated per kilo
I have 4 spare cheap PSUs in my home and nobody want to buy that for sure.

Agent24 didn't ask you to buy oscilloscope or manufacturing PSUs. he suggest you "the proper way" and the answer is with a proper load such as big wattage resistor and see what happened through oscilloscope. I can asnwer this easy question. YES you can "test" with HDD or fan as a load....

Every PSUs with this 2 IC is very very common in 250W from my experience. those are cheap Chinese products that labeling 450W sh*t on their case.
For stefos.
It looks like your ground cable on mains transformer(the big one) is really bad burned. I would checks it If I were you. congrats on your repaired previously. I likes people with never give up attitude.

I don't know 22.9V is really high redwire, maybe this chinese cheap PSUs different with yours. I don't have a faulty PSUs recently to fix now and don't have time to compare it because some faulty CRT TV from my friend, but the result IC voltage is from 2-3 PSUs that I have compared, and all voltage is same within tolerance 3-5%. maybe stefos PSUs is different.
You need take a time to compare schematic with redwire given stefos, maybe that would help or give you some idea.

Yes, this cheap DMM were sold about $4 on my town. I don't have it so I couldn't see what's inside. But is this really have ICL7106/7 in there? I would like to buy it if it has, and when this failed I would scrap it around ...

That small VOM is looks fragile. I don't like use it to measure high voltage or current, I am using the big one. If I were you I don't want to try it. If I remember correctly, the small one haven't fuse at all.
Yes, the pros is we could measure voltage and current without fear of dying battery. The original brand is SANWA japanese brand and SM-Piyes90 were right, the others are clone. it seems the small one just have a 1.5V and hard to turn on the small motor, i haven't test it yet. that small...

For big VOM is use PP3 9V battery and 2 AA (each 1.5V). Rx1, Rx10, Rx1k produce 3VDC output and Rx10k is 12VDC. Anyone using this analog VOM on my town and it is popural here.
For the small one it is just use a single AA battery inside.
Maybe I will try to measure the current. I think my VOM couldn't make a motor run when set to Rx10k instead Rx1....

As I know, analog VOM is common to have reverse polarity probes. red is negative and black is positive. Rx10k is supply 12VDC as I know, but I never measure the current. From my VOM label, didn't Rx1 have a greater current than Rx10k?
Btw anyone ever use this tester?

I don't know if this helps, but i have take a time to measure all IC pin voltage from 2-3 good PSUs just a guide for me when need to fix this common cheap PSUs.
The IC number maybe same as you LM339 and 7500B.

By the way, I am too build ringer replica from anatek . It looks like not a problem since I don't sell it, I am using it for myself to servicing CRT TV and Monitor....
