The logical answer is the panel is bad and took out original and replacement boards.
I assume no responsibility for any stupid suggestions I might post.

Possible maybe but surely screen retention is on the screen not the boards?

OLED functional in simple words like huge display, where you can see on sport stadium. but in Micro RGB Leds. there are also COF to control and to receive discharge command from T-CON and send actual charge too. in yours case after put working boards on fault panel and bring them back to the original working panel you got like burnt image. IN_StOP command can help.. and if didn't then need to downgrade firmware and upgrade it again to make all we called Micro RGB Leds to zero points.

Hi thanks guys for your help and advise,
well a little bit of research works wonders,
I read that as this unit doesn't have screen refresh function on it, I had to leave it on for 3-4 hours and when turned off the LG standby logo would light up and stay on for a certain amount of time, and that it works well I turned the tv on and it's clear as a bell now thanks guys,
And the other one has a duff processor on the tcon board blow the fuse and gets really hot

                      Thanks again guys much appreciated

I thought it was something like that

Anyhow the second tv has banding so I don't think that will clear

                          Thanks Diah
