Software issue much probably, needs reprogramming or file fixing, usually only way is mainboard replacing. Is it a smart tv?

If your lucky enough for the set not to have the latest operating system firmware installed , an upgrade should restore functions .

If you cannot recover it , there's a company in the United Kingdom called Micro tech , that offer a repair service .

They may even advertise the service on EBAY.UK
