Hi all,
sorry to waking this post again... I have the exact same issue and my tcon has the same components -RT6939 GQW. Its an MI tv and even I thought it was a cap that was shorted but now after reading this post I learn that its a fuse. Did you find a solution to this? I need help urgently.

before you write FW the tv was installed so you can switch input to hear sound. complete firmware you did flashed the tv will be back to first installation page so no way to switch input. you can by pass it as blind way by pressing OK several time on RC and EXIT too.

i dont know why display is blue
the backlights seem very bright viewed from the back of tv.
i use satellite box i/p via scart . no sound,since f/w update.
so is this important
your f/w is
:QNDS2DN12
MY PANEL is type :VES550 QNDS 2D U12
could it be the f/w is not the same ,would this explain why ,since f/w update i have no sound?

Why leds shining blue?
unplug lvds socket. Turn on tv and plug a dvd or receiver via scart. if you hearing sound panel is faulty. if still same...good luck.

here is pic of screen the only thing you can see is my reflection in my workshop the light from window reflected
the tv is upside down on workbench
screen has very dark blue with no picture image

since you dont have programmer tools so nothings you can do.. , i would encourage you buy replacement MB as it show at your country Ebay cheap so you can invest at it..

tried again f/w update when fast blinking finally stops waited until backlight came on and red led went out.
them unplugged mains ,removed usb stick and powered up.
tv comes on as before (dark blue image backlight on)
but now with no sound via scart i/p
so i checked the voltages on u13 again
and pin 3 has no volts ,on cct its shown as write protection .
pin 6 also has no volts shown on cct as sclk clock
any ideas ? should i try to buy a main board ?

as the backlight was lit and i had sound via scart i/p.
but i now have no sound ?

After upgrade led must go off.
If tv going to standby mode chassis is not working.
You write u13 voltages before, this voltage values showing tv is standby mode.
first make sure the tv is working.

ok back to basics when the main board is working normally
it provides a enable voltage to turn on the dc/dc converter ics
on the intergrated tcon board .
now after trying to install the f/w
we still have no enable voltage on pin 22 or 30 of the lvds
neither of these pins are s/c or low resistance to deck .
if i could find out which is the enable pin in the two ics RT6939 AND RT6935 these ics are made by RICHTEC and their website has info on hundreds of ics that they make except the ones used in this vestel panel.
i may have to wait until i can compare with a working vestel

Usb 1 is cn16.
Unplug lvds cable and try again.

ok tried with lvds cable disconected
using the usb next to the scart skt which is cn16
when fast blinking pauses
i remove power
reinstall the lvds and unplug usb
tv will come in and out of sby as before,
but cant get any sound via scart i/p
and pic just the same as before no osg or pic info

Extract 4 files to USB (file sytem of usb drive must be fat32)
Plug USB Drive to USB 1 port of tv.
Press and hold OK button from rc and plug in ac cable.
Hold OK button until led blinking fast.

theres 3 usb skts, one is blue usb3.

the other 2 are not marked
looked on back cover and on pcb
i tried the usb next to the scart skt and followed your instructions
holding down OK button waited 5 minutes no fast blinking
so powered off and tried the side usb ,no change
only now when i removed the usb and powered on i cant get sound from scart i/p which i had before so now im confused
just looked on cct there labelled side usb, back usb, and usb3 which is the correct one?

do the 3 files have to be in a folder,
or do i load them on to usb
as 3 separate items?
ive double checked the voltages on U11 and U13
and as you say i would expect them to be the same?
