philips 42pfl3704d/f7 t-con ribbon to panel bad

One of the ribbon cables from the t-con module (V420H1-C12) to the panel has a black line in it. Is t-conboard bad or is it the LCD panel. Tv has no picture. Green light comes on and after several minutes, relay clicks and then red light.
