MC127F19T12A Panasonic 50" plasma no power no led

Hello,
I believe a have a bad power board but I'm asking in case one of you believe I am wrong, before ordering a new one.

I was given a faulty plasma Panasonic that had been unused for 5 years.
The model is MC127F19T12A
Power board is ETX2MM747AF
The board receive 120v ac, but doesn't seem to output any DC at all.
Tv symptom are, no image, no led/light, if I plug it there's is no light at all and pushing power button does nothing.
I was unable to find a service manual or the datasheet of this board.

The main boards for the 50" series of this set are known to go bad. It prevents the power supply from running. You will have to bench test the power board.
