    TV uses mutiple power sources, I.E. 5V (1 ~2A)typical for STBY PS, 5V (2 ~ 3A) for main, 12V (2~5A) for audio and T-CON, 24V (5 ~ 6A) for CCFL backlights, 24 (3A) ~ 100V (1A) to feed Boost converter circuits.
Do you work on TV before? May be you should take one apart and see how it works first.

You don't use a power supply to find shorts on a power supply.

I have a 19" dual power TV (12v DC 240v AC). Car cigarette lighter plug or transformer from AC and that specified 4 amps. I got a transformer from China it lasted 15mins and went out with a bang. Rummaged around and found I had a 12v 5amp and it does the job. But for what you want to do I don't think it would be worth the trouble due various circuits differing requirements and lack of worthwhile information from makers. However, without experimentation where would we be?

You need to know what the TV power supply requirement is first BEFORE connecting anything. You wouldn't hook up the power supply to anything unless you know what the requirement is, would you?
You keep saying 'SHORTS' , BUT WHERE? In the circuits that runs on 1.8V, 3.3V, 5V, 12V, 24V..........................
"connecting the red and black to the tv plug." Connect 30V power supply to the TV's 230V AC POWER plug, are you joking? Get a working TV and try it.
Do you work on laptop? Think about it, the laptop has switching power supply sitting outside of the computer instead of the inside, the TV also has switching power supply but it is inside the TV, so will you be connecting you power supply the PC's EXTERNAL POWER SUPPLY's power plug to find the shorts or what ever?

get the tv supply working and use that .. its a pretty handy way as its there and ready if working .. it has to work anyway or all else is lost .
power supplies arent that bad to diagnose if you learn how it works first .
