Can you grab a service manual? might not be saveable, I don't think I would run it in that state. Will probably just mess up your new tcon if it hasnt already.
It depends, you might get lucky and find a shorted ceramic capacitor on the PCB in between the tcon and panel. Or it could be a shorted chip on the flexible film between this board and the panel, in which case it's not repairable.

https://www.youtube.com/watch?v=98a8iMokMcY if you can get to those boards you might be able to test the bad one and replace a component if its not the bond itself. Have to be very careful, they're connected and they have to stay connected and they're kind of delicate.
I found the manual there, what exactly am i looking for?
Maybe how to test those boards with your meter, might find a youtube video on it or get guidance from one of the resident pros here. I haven't had opportunity to deal with them.

Shouldn't be too hard to determine the bad component if you have one, compare one of the good boards readings to the possibly bad one, see how his bad board was right where the display fault is? just need to get the test procedure right and know what to set your meter at ohm diode etc.
