What voltages do you have or not have on the power supply?
Focused photo of the power supply?

Do measure the voltage on the 10 pin connector ?

So it uses an external power supply to power the internal combined mainboard/power supply.
There appear to be a number of fuses marked on the board. Have you located and checked each one.
Have you checked the incoming voltage from the external power supply is 19.5V when connected to the tv.

It uses a power supply similar to a laptop,I have not checked as wanted some advice how do do this,I'm armed with a multimeter,I know you ground the black and test with the red,set to dc volts ? So little bit of help I am a quick learner...

                    That's correct.

To test the fuses, set switched off and meter set to ohms, place your red and black probe on each side of the fuse and it should measure 0 ohms or close enough for a good fuse.

Thank you for the advice, when testing the input voltage, can the set be on (currently only flashing when on) be best to start to see if right voltage is coming through

Voltage, yes the set needs to be plugged in, else you'd measure zero.

Ohms, no. Some cheap meters can be damaged by measuring ohms when voltage is applied. Most are okay, just not the very cheapest. In any instance, it will not give you an accurate reading.

Tested c1004 fuse nothing,on the board 4.ld standby does that equal to this fuse maybe ?
