i would suspect that your 18v line is ok and it is that your pcb is not printed correctly (seen that happen several times). there may different printing on the main board, possibly on the underneath side. you could jump the ps on, on its own to see if the main is affecting it. i would also look at the caps on the 18v line and check what voltage they are rated at, as it might make it a little clearer as to what that line should be running at.
