Philips 19pfl3505d/f7 wont turn on

I found this tv laying in a parking lot. When I plug the cord into the wall the standby light glows white for a few seconds, then goes out and the speakers click. Other than that, I get nothing. To get the light to come on again it has to be unplugged from the wall for a few minutes. It does not have a separate power supply board. Any thoughts?

Ever figure it out? I have same exact model and problem with white standby light then goes off after a few seconds.

I’ve noticed voltages are normal when standby light is on but when it goes off, voltages drop by about half.

Could it be a protection circuit?
