I have a Vizio E500AR that doesn't power up and has no standby light.
I get the following voltages.

1.Ps on-------- 0v

3. 3.3VSTB---- 3.23V

9.12.VA ---------83V
10.GND
11.LINE OFF ---.33V

The main board is not sending the PS-ON to turn on the rest of the switched power supplies, also no BL-ON, NO BL-DIM commands.
Pin 11 LINE OFF: I do not know what the normal condition should HIGH (>2.5V) or LOW (<1V) That can be one of the reason the main board is locked out from sending the command signals to the power supply board.
Need to do more research and tracing out the power supply board to see if LINE OFF can be pulled HIGH to see if the command signals will present.

With 3.3v stby available and no standby light, I would look for a main board problem.
Possibly blown fuse on main board?

Yes you can, first disconnect the cable from the power supply that goes to the main board, then use a 470~1K resistor (Wattage does not matter) between the 3.3VSTBY and the PS-ON pin to force on the rest of the power supply.

BTW, the picture is not clear enough to locate the fuses, there is a print on the board for 'F2 2.5A /24V, but I do not see one for F1 either so you need to see where they are at.

It looks like your board.
I can see F2 by the connector that goes to the power supply board, and F1 is by the USB port.

I checked the f2 fuse and it was good but the f1 location is a pad without a fuse.

So do you get DCV at both ends of the fuse F2 with ref. to the chassis GND?

That means F2 fuse is for the switched 12V power supply which is not present right now due to no PS-ON to turn on the switched 12V.
I can see some Voltage regulator ICs on the main board that you need to test, you should go to the link in my signature below to learn how to test them.

Well, the switched 12V supply is bad.
What is the history of this TV? Hit by surge or lighting?

Im not sure of the history of the tv so i can't say.

I got 0v across all pins of the voltage regulators.

Well, so far you have problems with two boards based on your reported DCV readings of the two boards.
SJ has kit for the TV based on the serial numbers.

The bad thing is I believe this TV has the inverter board INSIDE the LCD panel, I hope it is not bad also. It looks like cheaply made TV.

I found a power supply for $17 and the tv is working perfect now.
