        what is the proper method for testing the igbts?
        Can they be tested while they are still on the board?

            You need a Dmm with diode mode to test them, also yes they can be tested while in circuit.

              You're just checking If they are shorted,
              Put your meter in diode or buzzer mode and see if they beep.

                  Using diode mode on my DMM I get the following. The first pin number is the positive probe.

                  IGBT A
                  1-2 = 0.003V
                  1-3 = 0V
                  2-1 = 0.003V
                  2-3 = 0.003V
                  3-1 = 0V
                  3-2 = 0.003V

                  IGBT B
                  1-2 = 0.005V
                  1-3 = 0V
                  2-1 = 0.005V
                  2-3 = 0.005V
                  3-1 = 0V
                  3-2 = 0.005V

                  IGBT C
                  1-2 = 0.005V
                  1-3 = 0V
                  2-1 = 0.005V
                  2-3 = 0.005V
                  3-1 = 0V
                  3-2 = 0.005V

                  IGBT D
                  1-2 = 0V
                  1-3 = 0V
                  2-1 = 0V
                  2-3 = 0V
                  3-1 = 0V
                  3-2 = 0V

                        They are shorted yes remove and retest see if the short goes.

                                0v drop means dead short across probes.

                                          After removal, all four of those IGBTs still appear to be shorted. Is it common for all of them to go at the same time?
                                          Also- are there any other components I should check while I have the board out?
