Vizio Vo47l Tv; White Light Always Stays On, Black Screen, No Sound

I have a VIZIO VO47L FHDTV30A that stopped working. When you connect it to the power outlet all you get is the vizio white light, it does NOT turn amber and the screen does NOT turn on and does not get any sound. All the buttons are unresponsive. Must unplug to get the white light to go off.
I have done the flash light screen test and nothing, checked the fuses and capacitors and they look to be ok. Would it be best to replace the PSU, the main board or could it be something else such as the screen itself?

Check the DCV at the white connector of the power supply that goes to the main board, make sure to put the Voltage readings AFTER the pin names so we can easily tell what are missing. Also check the two SMD fuses on the may board by the white connector that goes to the power supply board.

What voltages do you have on the connector?
