generally speaking yes,however some SMD tcon fuses are slightly over-rated and will not fail upon a t-con short,paticularly a partial short,which can happen,which then instead pulls down the supply rail to next to nothing.Try checking the supply with the T-con disconnected,if you haven't already done so.Fairly commonplace is a 8 pin switching device for this voltage.
