    You need to GND that pin though 100 Ohms resistor.
    I use resistor in case you GND the wrong pin directly to GND.

      just put PSon to ground no resistor needed, relay should energize and give you small voltages. for VSon use a resistor (470-1k) to 5v stby this should bring high volts(VS) to life, all connections need to be removed from board apart from the mains in in order to do this stand alone power board test

        now there's a 50 ohms resistor to ps_on and still no go. 1 got 1.041V on the cold side of the optocoupler. at the pnp transistor between ICQ805 15v and the opto it got 20V on the Emittor and the Base via a resistor then another resistor going to the opto. i have nothing on The Collector/ICQ805 input at 0V. what should I check next?? thanks

          ok i found it the culprit was the 7815 regulator. testing good outside of the circuit but acting weirdly in circuit.. the set back in working order thanks guys for the help
