Vizio VF550m t-con? problem?

I have a vizio , VF550M . After power surge tv now Has sound, has back light, at top of screen display is good for about 1/2''-3/4'' of an inch. As you can see have line vert, and horz,with washout. Flexing tv makes no change as well as wiggle of cables.
T-con has 12v , but i have a question on the regulator at U11 its a L1117 A15 has 3.30v on input pin and 1.19v output. is that not right, sound low? Sorry about pictures, tight in here,

That regulator is fine. To me I would probably say failed Lcd tab bond driver meaning scrap panel. See what others think.

I have done a few tab bond temp fixes, but in this case flexing lcd makes no change
