So far everything i have measured on the hot side of power supply is 44 volts. the standby light does not come on and the set doesnt work.

When you make Voltage measurement in the primary side of the circuit, you need to use the negative leg of the main filter cap as the primary circuit GND REF. point for your meter, not the chassis.
So what DCV do you get when you measure between the (+) and (-) legs of those two main filter caps laying on their sides? It should be around 160~170VDC and should jump to >360VDC when the power switch is activated.

166 on the cap. nothing changes when the power button is pushed.

OK, the connectors of the power supply board has label for each pin, so report the DCV reading for each pin and WITH pin names so we can see what Voltages we are missing on which pin.

using the chassis as ground. i cant get a reading on any of the pins. they are all 00.00

OK. you do habe 160V to to run the standby power supply, but do have any DCV on any of the pin of the connector, it should have at least standby Voltage to run the main board. You need to get the power supply board working first.

You should eliminate the possibility of a shorted main board - check that connector with the main board unplugged, too.

bl-adj -1.34 volts
ps-on -1.34 volts
everything else is 00.00

looking at the 1st picture, I see a burn mark near the A/C input.

that where I will start. something burn out or you had a surge

It had a lightning hit from what i what i was told. The burn mark they did trying to check the "fuse". cause well its always just a fuse. lol
